Colonel Steve Fulfer is the Deputy Commander, 193d Special Operations Wing, Pennsylvania Air National Guard,
Middletown, Pennsylvania. In this position, he assists
overseeing a Wing of more than 1,900 Airmen at three
geographic locations with a myriad of missions.
Col Fulfer enlisted in the Pennsylvania Air National Guard in June 1995 and served in various aircraft maintenance roles as a crew chief. He deployed in support of Operation’s JOINT GUARD, NOBLE ANVIL, and ENDURING FREEDOM. He is a 1998 graduate of Shippensburg University. Col Fulfer was commissioned at the Academy of Military Science, McGee Tyson, Tenn., in February 2004. Following Logistics Readiness Officer school, he served as the Material Management Officer-in-Charge in the 193d Special Operations Logistics Readiness Squadron. In 2008, he attended Aircraft Maintenance Officer school and has held numerous maintenance officer and command positions within the 193d Special Operations Maintenance Group, where he deployed in support of Operation’s ENDURING FREEDOM, UNIFIED PROTECTOR, and
INHERENT RESOLVE.
In his civilian career, Col Fulfer holds Defense Acquisition
certifications in Contracting, Program Management, and Life Cycle Logistics career fields and has held several critical acquisition positions with the Department of the Navy and the Defense Logistics Agency. Prior to assuming his current position, Col Fulfer was Commander, 193d Special Operations Maintenance Group, Middletown, Pa.
